The image on top is from the Materials Collection. It is an early drawing of what Naoko Takeuchi originally envisioned Sailor Venus's costume to be like. The image on bottom is from Artbook I. It is Sailor Venus's outfit as it was determined to permanently look, and as we see it today.

Differences:
Originally, Sailor Venus's costume was to look very similar to her costume as Sailor V, with only some minor differences.

Crescent Moon Symbol - Sailor V had a crescent moon symbol, and thus so did the original sketch of Sailor Venus. Later, Sailor Venus was given a tiara like everyone else.

Mask - Sailor V wore a red mask, but Sailor Venus was developed without the mask.

Eyes - Sailor V had blue eyes, but in this original sketch, Sailor Venus was given orange/gold eyes (her colour). Sailor Venus eventually was given blue eyes.

Collar - Sailor V had a white collar with a crescent moon on it. Here, the original sketch of Sailor Venus was shown with a similar collar which was blue. Sailor Venus was later given a solid orange collar.

Outfit - Similar to Sailor V's outfit. In relation to Sailor V's original outfit, it retains the shoulderguards, the blue collar, the two-piece style, the red stripes on the top, and the blue skirt. The sleevelessness is a departure from Sailor V's outfit. Sailor Venus later developed an outfit similar to the other senshi's outfits, but in orange. She did, however, retain the single stripe on the collar.

Bows - In the original sketch of Sailor Venus, the bow was an orange tie in the front with a Venus symbol as a clasp. Sailor Venus later developed a bow similar to those of the other senshi (and similar to the one originally worn by Sailor V). The back bow is missing in the original sketch, but later added.

Gloves - The gloves are similar to those worn by Sailor V. They are short with a band around the top. In the original Sailor Venus, they have a crescent moon on them. The gloves were later changed to match those of the other senshi.

Shoes - The shoes remained relatively similar, except that they were blue instead of orange in the original, and had a crescent moon on them.
